CTC Joins Coalition in Urging Action on Foreign Interference and Human Rights in China

February 20, 2025 – The Canada Tibet Committee (CTC), as a co-founder and member of the Canadian Coalition on Human Rights in China, has co-signed an open letter to Prime Minister Justin Trudeau, urging stronger action against foreign interference, transnational repression, and human rights violations by the Chinese government.

The coalition, comprising leading Canadian human rights organizations, stresses that while Canada’s relationship with China is multifaceted—spanning economic, security, and geopolitical considerations—human rights must remain a central pillar. The letter highlights the ongoing threats, harassment, and intimidation faced by diaspora communities, including Tibetans, Uyghurs, Hong Kongers, and Chinese democracy advocates in Canada.

Key demands from the coalition include:

  • Immediate implementation of Bill C-70 by appointing a Foreign Influence Transparency Commissioner and establishing a Foreign Influence and Transparency Registry.
  • Holding Chinese diplomats accountable by enforcing measures beyond those in the Hogue Report, including declaring violators persona non grata.
  • A whole-of-government strategy to combat misinformation, disinformation, and foreign interference, as outlined in Recommendation 8 of the Hogue Report.
  • Increased legal action and regulatory measures to prevent Chinese state-backed interference in Canadian democracy.

The letter expresses concerns about the Government of Canada’s delayed response to reports from 2017 and 2020 that documented China’s transnational repression and urges the government to act decisively to protect Canadian sovereignty and democratic values.

The coalition welcomes Canada’s commitment to addressing transnational repression at the upcoming G-7 summit and calls for further engagement with civil society organizations on these issues.

As part of its ongoing advocacy, CTC remains committed to ensuring that Canada stands firm against China’s human rights abuses and foreign interference.
